· To foster, promote outdoor soccer events based
on age eligibility.
· To provide teams for recreational tournaments
on all levels.
Rules Ammendments and Clarifications
2005
The following rules ammendments and clarifications supercede
all that have been posted previously, wherever they disagree.
1. For each team, there must be no more than 11 men on
the field, and no fewer than 9.
2. Substitutions
a) Teams are allowed unlimited substitutions.
b) A team may substitute when:
i) The ball is out of play in that team's possession.
ii) If the other team is substituting.
iii) On any kick-off.
iv) If the game has been stopped for an injury.
3. No slide tackles are allowed. Period.
a) Slide tackles are considered dangerous play in the
CESL, so an indirect free kick shall be awarded when they
occur.
b) If the slide tackle is intentional, it must be sanctioned
as unsporting behavior, and the offending player must
be cautioned.
Clarifications:
1. It is illegal for any player to play the ball while on the ground at any time (for example; sliding for the ball in order to put a cross into the goal). Slide tackles are illegal in the Consulting Engineering Soccer League. In either case, referees will award an indirect free kick and shall caution the player that committed the foul.
2. The goalie may only play the ball while on the ground when inside the area. When goalies are outside the area, the same rules apply to them as they do for all other players.
Equipment
Each team is responsible for bringing the following to every league game; a minimum of 9 players, 1 goal net, 2 corner flags, line cones, 1 game ball.
Molded cleat soccer shoes must be worn by players. No metal cleats or shoes with a center toe cleat of any kind allowed. Players must wear shin guards at all times. Cardboard, newspaper, bits of clothing may not be used.
Player/Team Conduct
Any team and/or player found under the influence of alcoholic
beverages, illegal substances and/or having possession
of a weapon will be removed from the league for the rest
of the season, with the possibility of being suspended
from further participation in the league.
Teams or individual players involved in fighting before,
during or after a game will not be allowed to participate
in the league.
