League Mandate:

· To foster, promote outdoor soccer events for the engineering community in the Vancouver area.



Rules

CESL games follow FIFA rules with exceptions as described below.

1. Each team must play with at least 9 players. If a team has to borrow more than 2 players from the opposition because of shortage of players, the game is forfeited to the team with the surplus players 2-0 regardless of the final score.
2. There are no limits on the number of substitutions.
3. Substitution can only take place with the explicit permission of the referee.
4. Slide tackles are not permitted and can result in a foul against or even a yellow card at the discretion of the referee.
5. Sliding to retrieve or gain possession of the ball, even when there are no opposing players nearby, is not allowed. This rule does NOT apply to goalkeepers.


Standings

1. A team is awarded 3 points for a win, 1 point for a draw, and no points for a loss.
2. Team standings are determined in order of descending importance: points awarded, goal difference, goals scored, goals against, points against tying team.


Yellow and Red Cards

1. At the referee's discretion, a player being shown a yellow card may also have to be substituted off for 10 minutes. The team plays with the same number of players.
2. If a team has no substitutes and a player receives a yellow card and is sent off by the referee for 10 minutes, the team will play one man short during this period.
3. A player who receives a second yellow card during a game is automatically sent-off and is equivalent to receiving a red. The team must play one man short for the remainder of the game.
4. A player who receives a straight red card is automatically sent-off. The team must play one man short for the remainder of the game.
5. Team captains MUST report any player who receives a red or two yellow cards in one game to the league.
6. A player will be suspended from playing in the CESL for the remainder of the season upon receiving a second red card (straight or from two yellows).

Equipment

Each team is responsible for bringing: a minimum of 9 players, 1 goal net, 2 corner flags, line cones, 1 game ball.
Players must wear shin guards at all times.

Player/Team Conduct

Any team and/or player found under the influence of alcoholic beverages, illegal substances and/or having possession of a weapon will be removed from the league for the rest of the season, with the possibility of being suspended from further participation in the league.
